The inner belt is to be worn through your pants belt loops with the Velcro facing out and then the duty belt should be placed on top of the inner belt. The keepers will join the two belts together and keep them from separating or moving excessively. All attachments go on the outer duty belt so that everything remains in tact and ready to go.
